신용장거래에서 각 국가별로 법규가 서로 상이하여 발생하는 분쟁을 최소화하기 위하여 제정된 것이 바로 국제상업회의소가 제정한 신용장통일규칙이다. 그런데 은행과 무역업계에서 이 신용장통일규칙에 대한 지식 부족으로 낭패를 보는 경우가 종종 발생하고 있다. 특히 우리나라는 최근 중국, 동남아시아, 중동지역 등과의 교역이 증가 하면서 신용장관련 분쟁이 증가하는 추세이다. 국제상업회의소는 1997년 분쟁 발생시 전문가의 견해를 들어 분쟁이 소송까지 가는 것을 줄이기 위하여 전문가자문기구 (DOCDEX)를 만들고, 2002년 서류작성과 서류심사과정에서 생기는 의문을 최소화하기 위하여(ISBP)를 제정하였다. 우리나라가 국제무역규모면에서 10위에 근접하고 있 는 무역대국이기는 하나 신용장통일규칙과 같은 국제규칙을 정확히 이해하지 못하여 좋은 상품을 수출하고도 수출대금을 제대로 회수하지 못하는 사례가 많다. 물론 이 러한 사례가 발생하는 것은 우리나라 무역실무자의 영어실력이 다른 나라에 비하여 뒤진다는 것도 그 원인 중의 하나이다. 신용장통일규칙 외에 국제상업회의소 Opinion, ISBP, DOCDOX 결정, 판례에 대한 정확한 지식이 필요하다. 또한 신용장통일규칙이 현지 강행 법률보다 우선할 수 없으므로 경우에 따라서는 각국의 신용장법률(약 30개 국이 신용장법률을 갖고 있음)까지도 파악하여야 한다.
