This book commemorates the 60th anniversary of the bilateral relations between the Republic of Korea and the European Union (EU), offering reflections on the past and insights into the future. Since establishing official diplomatic relations in 1963, there were few substantial exchanges between the two sides in the early period. However, the unification of Eastern and Western Europe in the 1990s, coupled with the deepening of globalization, laid the foundation for a strong partnership.
This period coincided with Korea’s efforts to diversify its international relations after
the successful hosting of the Seoul Olympics. Recognizing the significance of Asia, the EU articulated its “Towards a New Asia Strategy” in 1994, culminating in a Framework Agreement for Trade and Cooperation with the Republic of Korea in 1996.

Six Decades of Korea-EU Relations, 1963-2023

Introduction
Korea and the European Union (EU) have maintained close relations since the establishment of diplomatic relations in July 1963. During the Cold War before 1989, both Korea and the EU were members of the U.S.-centered free world and maintained joint support in the East-West confrontation, and bilateral relations were mainly focused on economic and trade developments. Since the establishment of the European Union in 1993, as the movement for European integration has expanded and developed into the field of Common Foreign and Security Policy (CFSP), the importance of cooperation in the diplomatic and security fields has also increased, including the establishment of a channel for political dialogue between the ROK and the EU.
Bilateral relations between the ROK and the EU will enter a new phase after 2005. On the one hand, the Doha Agenda under the World Trade Organization has stalled, and multilateral trade relations have become a manifestation of the crisis, and the major countries will turn to bilateral free trade agreements. Negotiations of U.S.-Korea Free Trade Agreement began earlier than those of the Korea-EU Free Trade Agreement, but it came into effect on July 1, 2011. On the other hand, while the 1996 Framework Agreement focused on trade and cooperation, negotiations to upgrade the Agreement were held at the same time as the negotiations for the Free Trade Agreement, with the mutual recognition that bilateral relations are showing signs of rapid development, and the conclusion was reached in 2010. As a result, the two parties concluded major agreements in the economic and political fields, establishing a so-called strategic partnership.
In 2014, the two sides reached an Agreement on crisis management, enabling close cooperation in the field of security, and South Korea was able to work closely together in the fields of political affairs, economy, and security. It has emerged as a significant actor as it was the first country to sign major agreements with the European Union in the above three fields. It is also significant that more than 40 bilateral committees and dialogues have been put into operation up to now to enhance the breadth and quality of cooperation based on the new Framework Agreement, and the EU-ROK relationship that advocates free trade is more important than ever in today’s reality where the liberal trade order is under threat.
