2015년은 한일조약 체결 50년이자 광복 70주년이 되는 해이다. 하지만 아직 일제강점기 잔재의 청산이 완결되지 않고 있으며, 이에 대한 법적·도덕적 책임의 이행 문제도 여전히 현안문제로 남아 있다. 이에 한국국제법연감 제2호는 이러한 한반도를 둘러싼 시대적 상황을 종합적으로 고려해 한국과 관련된 국제법적 이슈에 대한 국제사회의 이해 제고라는 큰 구상 아래 ‘광복 70년’ 및 ‘한일 수교 50년’과 관련된 국제법적 주제들을 우선적으로 구성했다.

1964년에 설립된 사단법인 세계국제법협회 한국본부(Korean Branch of International Law Association, 회장 최승환 경희대학교 법학전문대학원 교수)에서는 2015년 10월 「Korean Yearbook of International Law」(한국국제법연감, KYIL) 제2호(vol. 2)를 발간했다.
한국국제법연감은 국제법에 관련된 우리나라의 실행을 정리하고 이에 관련된 외교적 쟁점에 대한 해석과 이론적 논의를 담고 있는 점에서, 학술적 논의를 중심으로 하는 기존의 저널과는 정체성과 기능 면에서 성격을 크게 달리한다.

ILA 한국본부는 앞으로도 한국국제법연감을 통해 국제현안에서 우리나라의 국제법 실행 및 외교정책에 대한 국제법적 정당성과 합법성을 대내외적으로 전파함과 동시에, 국가정책에 대한 건전한 감시자의 역할을 수행함으로써 대한민국의 국익증진에 기여한다는 사명감을 가지고 적극 노력할 것이다.
